Position Information


Chief Operating Officer (COO)



Reporting to:

State Mission Director, SRLM-Uttar Pradesh

Nature of Employment:

Service contract (Initially for a year, extendable based on performance and requirements)

Gross Monthly Remuneration:

Rs 100,000 to 140,000 pm.

Maximum Age Limit:

55 Years as on the date of issue of advertisement

Language Requirements:

Proficiency is must in spoken & written Hindi as well as English

Computer skills:

Essential in MS Office


Eligibility Criteria


Post Graduate Degree in Rural Development Social Work/ Agriculture / Management/ Business Administration and allied disciplines/ Development Studies from recognized university/Institute OR At least post graduate diploma in above disciplines from recognized universities with at least 55% marks or equivalent grades


Should have at least 10+ years of Post qualification work experience in leading and coordinating large scale community driven development programs particularly world bank /UN/ National and International funding with wide spectrum on managing large scale livelihood promotion program of which 7 years should be in senior management level in Government /Semi Government /World Bank /UN /National/International Development Projects. S/he should have been drawing a gross salary of at least Rs 75,000 per month for the last 2-3 years.

Essential Skills:



Leading large scale rural livelihoods promotion programs

Coordination and facilitation of Senior, complex teams

Providing management advisory services

Hands-on experience in design, monitoring and evaluation of rural development projects

Experience in handling partnership with various development agencies

Good understanding of development issues such as human development, inclusive development, gender, participation etc. and working with Government

Experience in the usage of computers and office software packages (MS Word, Excel, Power Point, etc.). Advance knowledge of spread sheet, database and research packages will be an asset.

Key functions and Responsibilities:

The Chief Operating Officer (COO) will work under the guidance and supervision of the State Mission Director, SRLM- Uttar Pradesh. The COO will work towards attainment of the results envisaged by the State Mission to the required standards of quality and within the constraints of time and cost. For this s/he will

  • Lead the multidisciplinary team of professionals and Government officials.
  • Ensure that all programmatic function is being successfully implemented as per desired schedule and standards
  • Represent SRLM- Uttar Pradesh for strategic partnership, liaison, interface, review and knowledge /information sharing with different stakeholders
  • Lead the SRLM for planning, budgeting and development implementation strategies of all activities of the mission
  • Review and monitor the mission activities on key success parameters
  • Undertake any task assigned by the State Mission Director

Under the guidance and supervision of the State Mission Director, SRLM-Uttar Pradesh, the Chief Operating Officer (COO) will have the responsibility for the following task:

  • Fine-tuning of implementation strategies related to social mobilization and institution building components of the mission and developing strategy for institutional convergence of community institutions with different stakeholders including PRIs.
  • Regularly reviewing implementation strategy of Financial Inclusion and Livelihood Promotion in a view to keep them aligned with NRLM mandate.
  • Developing various operational manuals (COM etc.) and ensure their successful implementation across the nation
  • Looking after capacity building requirement of mission staff; institutionalizing an effective mechanism for the purpose; and ensuring that all capacity building requirements of mission staff is met.
  • Leading all planning exercise being undertaken in SRLM or under the guidance of MORD, GOI, or GoUP; and being responsible for timely execution of planned activities and delivery of committed results. Preparing annual review and progress report along with other strategic documentation would be another important responsibility of the COO.
  • Manage all partnership with Resource Organizations or any other institutions as decided by UPSRLM; and monitor progress on indicators as agreed upon. Identification of new areas for partnership and bringing partners on board would be another major responsibility of the COO.
  • Leveraging all possible convergence with mainstream development programs and institutionalizing effective mechanism within SRLM for the purpose.
  • Identifying scope for innovation and replication of best home grown livelihoods models; developing strategy for its up scaling; and supporting SRLM team to lead interventions planned for such purposes
  • Developing MIS system within SRLM and institutionalizing robust review and monitoring system across the mission for effective decision making.
  • Assisting SMD in HR planning, team building and Financial Management tasks
  • Acting as trouble-shooter for all program related matters
  • Assisting SMD to have all interfaces with state Government
