The Rural Development Department, Jharkhand plays a pivotal role in overall development strategy of the state. It implements several programmes that aim at sustainable and inclusive growth of rural Jharkhand through eradication of poverty by increasing livelihood opportunities, providing social safety net and developing infrastructure for growth thus generating sustainable employment opportunities for the rural poor. The important programme presently being implemented by the Department is Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA).

State MGNREGA Cell, Rural Development Department (RDD), Government of Jharkhand is the nodal agency for implementation of Cluster Facilitation Project (CFP) . The Cluster Facilitation Project has a vision of addressing poverty in aspirational districts/backward areas with a multi-pronged strategy of leveraging the synergies of different flagship programme of the Central Government/State Governments in convergence with MGNREGS through better coordination, planning and its implementation. Recruitment process is being facilitated by JSLPS through its empanelled HR Agency on behalf of MGNREGA

State MGNREGA Cell being the nodal implementing agency for CFP is in process of building core project team for CFP. The duration of the project is initially for 3 years, can be further extended for two more years depending on performance and requirement. To implement this ambitious project, State MGNREGA Cell seeks applications from committed professionals. The Recruitment is further being facilitated by State Rural Livelihood Mission i.e. JSLPS through its empanelled HR Agency for the following positions:

BE/B.Tech with PG Diploma in Geographic Information Science/Remote Sensing from recognized University/Institute

Relevant Post Qualification Work Experience of at least 5 years in GIS-based projects in reputed government funded organizations like NIRD&PR, NRSC, SRSAC etc. or similar reputed organizations working on GIS based projects.

Knowledge on data processing/ analyzing and development of geospatial data .

  1. Support in developing the GIS based GP plan.

  2. Facilitate in collection of data/information for proper preparation of the plan.

  3. Ensure completion of all GIS plan of GPs in the state within six months.

  4. Organize training and demonstration at district and block level.

  5. Any other work assigned as and when by the competent authority.

State Project Officer- Livelihood

Rs. 100000 plus Travelling allowance @max. 10% of Emoluments based on actual bills.

Master in Agricultural Economics/Horticulture/Agro-forestry/Agronomy/Forestry

At least 8 years of relevant Post qualification work experience with reputed organizations. The work experience should be primarily on use of agriculture and allied activities for enhancement of incomes of rural poor.

  1. Support the project Team at the district and block level for proper implementation of the CFP.

  2. Monitor proper implementation of the livelihood, Agriculture, horticulture and Agriculture &allied works.

  3. He will also look after the issues related to Agriculture &allied and plantation of other districts (non-CFP)

  4. Organize training/meetings on different livelihood plantation works.

  5. Any other work assigned as an when by the competent authority.

Rs. 75,000 plus Travelling allowance @max. 10% of Emoluments based on actual bills.

B.Tech in Civil /Agriculture Engineering

  1. Provide support to the CFP cell at block level for proper development of the NRM plan and its implementation.

  2. Organize training /meeting in block/GPs on different sector for capacity building.

  3. He will look after the issues related to NRM, Livelihood and Agriculture &allied works.

  4. Coordinate with line department &State CFP

  5. Any other work assigned as and when by the competent authority.

Rs. 70,000 plus Travelling allowance @max. 10% of Emoluments based on actual bills.

M.Tech/M.E/M.Sc in Geographic Information Science/Technology/Remote Sensing & GIS/Geo Spatial Technology /Geo-informatics/Geo Spatial Science/Surveying and Geo-Informatics/

  1. Provide support to block CFP cell to prepare the GIS based plans for all GPs.

  2. Facilitate in providing data/maps/information from different Government departments.

  3. Ensure completion of all GIS plan of GPs in the block within six months.

  4. Any other work assigned as and when by the competent authority.

Note

  • Recruitment will be conducted by the empanelled independent HR agency, SIDS Pvt. Ltd. New Delhi.

  • Duration of project is initially for 3 years, can be further extended for two more years depending on performance and requirement.

  • All positions are on contractual basis for an initial period of three year. Renewal of contract would take place each year based on performance and requirement of project.

  • Last date of receiving applications online is 18 th September 2021.

  • 1 st September 2021 will be the date considered for the purpose of calculation of relevant Post qualification work experience.

  1. The written test indicative Cut-off would be 40 % for all categories for the State Level Positions. Also, the Presentation & Personal Interview Indicative Cut-off would be 40 % for all categories for the State Level Positions.

  2. For the district level Position written test indicative Cut-off would be 40% for Gen/EWS Category, 36.5 % for BC II Category, 34% for BC I Category, 32% for SC&ST categories and handicapped all categories. For the district level positions GD &Personal Interview Indicative Cut-off would be 40% for Gen/EWS Category, 36.5 % for BC II Category, 34% for BC I Category, 32% for SC&ST categories and handicapped all categories.

  3. Based on the score obtained after indicative cut-off in the written tests, Candidates would be shortlisted for the next round of selection process (GD/Presentation & Personal Interview) in the ratio of 1:5.
