BROAD EXPECTATIONS

Reporting to the Regional Manager, the Project Manager will be overall responsible for the project implementation and delivery. S/he will lead the project team and stakeholder interactions. She/he will also closely work with the Director- Programs, based out of HO at Delhi.

DELIVERABLES

Project Outcomes

Responsible for ensuring that all project activities are carried out as per plan and area need

Responsible for alerting any adaptation and change that may be required in program strategy, implementation or design

Implement the Project Implementation Plan activities in timely and effective manner

Develop detailed plans and activities – physical and financial for implementation

Team management

Lead and manage the team to ensure high quality performance – technical, social, infrastructure and government engagement

Ensure staff motivation and adherence to WaterAid’s values and code of conduct

Stakeholder engagement

Build and maintain relationships with government stakeholders at the state and district level

Leverage resources from government as per project commitments and their WASH mandate

Coordinate and regularly interact with stakeholders to build their awareness and support

Reporting

Ensure regular project monitoring as per agreed project MEL plan

Work with PMEL and Communications Team to ensure effective documentation

Produce high quality project narrative reports as required

Finance

Track timely utilisation and variance of project budget

Follow procurement process and expenses and support bill verification

Consolidate and compile monthly reports with statement of verified bills

Support internal and external audit visits

Health and safety

Ensuring compliance to the organisation’s policy and procedures, such as risk management, Health and Safety policy, Water Quality Protocols, etc.

Undertake any other activity/ work as directed by Supervisor

Essential Education Qualification and Work experience:

Post-graduate degree (or equivalent) in social sciences, rural development or similar fields

Work experience between 7 to 12 years in a similar organisational/ functional context.

Current and demonstrated work experience in

Directly implemented large scale projects, preferable in WASH

Managed similar sized and geographically spread out teams with diverse skill sets

Experience of working closely with the government at state and district levels

Working with collectives and communities at a village and GP level

Professional language proficiency in English and Hindi

Experience in project report writing/donor reports preparation

Desirable

Experience designing, leading large behaviour change projects with tangible results

Experience in establishing social enterprise in WASH or similar fields

Ability to understand local dialects of Hindi and converse in them

Finance and Admin Assistant

Project Officer with dotted reporting line to Finance Coordinator -North

BROAD EXPECTATIONS

Reporting to the Project Manager, with dotted line reporting to the Finance Coordinator – North, the Finance and Admin Assistant will be managing the finances of the project with extensive travel to project districts. She/he will be responsible for ensuring proper book keeping, project expense monitoring and validation, budgeting, supporting procurement, office administration and arranging logistic of expenses for effective implementation.

DELIVERABLES

Ensure booking of expenses as per the plan shared by Project team.

Validation of expenses through regular field visit in the areas of implementation.

Executing regular vendor selection, updating and listing process in cooperation with district level project teams.

Preparing monthly expense report with variance analysis.

Ensure facilitation and support to Audit team from donors and WaterAid India.

Ensure check and balances on the expenses and inventory management as per approved plan and budget.

Ensure smooth timely procurement and payment process in collaboration with District project team.

Keep record of all expenses of project activities and support in project monitoring for quality assurance.

Ensure periodic maintenance and logistic requirement of district offices and Patna office.

Undertake any other activities/ works as directed by the Line Manager

Essential Education Qualification and Work experience:

Graduate in commerce/management or similar field.

Minimum 2 years of work experience in accounting, book keeping and administration

Essential

Good proficiency in Hindi, English and local dialect (reading, writing, speaking).

Knowledge and experience in software based/online accounting system (i.e. Tally)

Desirable: Experience in managing finances of Water, Sanitation and Hygiene (WASH) related project

MIS and Documentation Assistant

BROAD EXPECTATIONS

Reporting to the Project Manager, with dotted line reporting to the PMEL Officer North, the MIS & Documentation Assistant would be responsible for project activities documentation and responsible for project MIS as per the donor organisation system and requirements.

DELIVERABLES

Documentation and reporting of all project activities of project – qualitative and quantitative

Support project team to capture narratives, stories and user numbers as committed to donor.

Undertake documentation, monitoring & evaluation, and learning purposes (through life histories and case studies) including taking photos and videos.

Extensively travel to project districts

Support orientation of all project staff to ensure effective documentation

Collect success stories, case studies, oral narratives, media quotes from field staffs for sharing with Water Aid and Donor whenever asked for.

Completing Monthly Water Aid Management Information System

Collect all activities details from field team and maintain database of all project reach, plan & progress and variance if any

To undertake any other activity as directed by Line Manager

Collecting documents from the field as evidence/ means of verification as supporting for WAIMIS data. For example- photographs, attendance list, NoC documents as relevant, WQ Test reports, etc.

Essential Education Qualification and Work experience:

Graduate Degree in Science/Social Studies/Computer Science/Computer Application/Statistics/Development Studies

At least two years of work experience in an NGO or government in similar capacity and work profile

Good proficiency in English and Hindi both written and spoken

Excellent computer based data management and analytical skill

Experience working on online reporting and MIS system

Excellent knowledge of the Microsoft Office suite (Word, Excel, PowerPoint).

BROAD EXPECTATIONS

Reporting to the Project Manager, the Technical Specialist – WASH Infrastructure will travel extensively to Madhubani and Gaya to ensure timely and good quality implementation of all WASH infrastructure and related activities. S/he will also be expected to nurture innovation during the course of implementation

DELIVERABLES

Responsible for all WASH infrastructure across project locations in Gaya and Madhubani

Responsible for timelines for monitoring and reviewing progress and milestones.

Work with the project team to build their capacity for monitoring and supervision of infrastructure construction

Training of project teams and stakeholders on O&M of WASH infrastructure

Advocate with different government, private, community and Govt departments, educational institutions, cultural centres, health institution other organizations or partners in community for better integration of model infrastructure

Develop concept note, activity completion report, technical evaluation report of WASH infrastructure in coordination with District and State level teams.

Consolidate and compile WASH infrastructure reports (annual, biannual and final).

Ensure timely utilisation of project Budget and keep track of variance

Essential Education Qualification and Work experience:

Graduation (or equivalent) qualification in civil engineering or equivalent

Approximate 5 years of work experience for civil engineers, or seven plus of work experience for diploma engineers

Experience in working closely with state and district government teams and projects

Experience of civil structure design, DPR, BOQ, technical writing, budget development and management and rural sanitation will be an added advantage

Exceptional communications and presentation skills, written and oral, in English and Hindi

Desirable:

Qualifications in water, sanitation, and hygiene education (WASH)

Water/natural resource management

Sound understanding of issues pertaining to rural sanitation in India

JOB DESCRIPTION

BROAD EXPECTATIONS

Reporting to the Project Manager, the District coordinator will lead the project team in Madhubani. S/he will be responsible for project implementation, delivery of outcomes and stakeholder interactions. S/he represents the project in the district. The DC will need to train, guide and monitor his team in the field.

DELIVERABLES

Program team management

Ensure objectives and targets are planned and delivered as per project timelines

Manage and motivate the team to plan, coordinate and execute program deliverables

Undertake intensive and regular field visits to implement project activities

Capacity building and thematic inputs to project team based in district.

Stakeholder engagement

Developing rapport and leverage with District Administration for project deliverables

Advocate replicable models on WASH to District level authority

Represent the project and achievements at district level networks and govt. meetings.

Documentation management

Ensure timely uploading of MIS data by the team and provide regular project updates

Validation reports, data and review of progress through regular field visits

Facilitate WAI project related assessment, monitoring/quality assurance, donor visits, audit visits

Finance

Ensure financial deliverables committed under the project as met

Follow procurement process and expenses and support first round verification of bills.

Consolidate and compile monthly reports with statement of verified bills

Essential Education Qualification and Work experience:

Post graduate Degree in Sociology/social work/rural development/community development/public health or equivalent.

Relevant work experience of at least 3 years which should include leading a team of more than 10 people

Community management experience:

Experience in working closely with community and community groups

Understanding in managing community livelihood or social enterprise projects

Experience in social art, public health or social marketing campaigns;

WASH experience

At least three to five years in an NGO/ organization leading WASH projects

Understanding of government flagship WASH related schemes and programs

Fluent in Hindi and Maithili. Good proficiency in English (writing and speaking)

Stakeholder management:

Understanding of district, block and gram panchayat level dynamics, govt. departments and able to manage relationships

Working in close coordination with government departments, local Panchayats

Understanding of basic financial management and reporting

The Block Coordinator is expected to work in the villages in the designated Gram Panchayats with the community and project stakeholders. S/h e will be responsible for implementation, delivery of outcomes and reporting.

DELIVERABLES

Implement block level plan, targets and timelines in consultation with team members.

Advocate project level replicable models for integration in block level plans on WASH.

Ensure rapport and collaboration with block level officials and elected representatives for leverage under different Water, Sanitation and Hygiene related schemes.

Undertake intensive regular field visits to support and supervise the project activities.

Collection and presentation of project data and support team in preparing reports.

Support District Coordinator in booking expenses incurred and tracking variance

To undertake any other activity/ work as directed by Supervisor

Essential Education Qualification and Work experience:

Fluent in Hindi and local dialect

Graduate degree in Sociology/Social Work/Public Health/Rural Development

At least two years of work experience in a non-governmental, NGO or local organization

Experience in working closely with community and community groups

Understanding of GP, block and district level dynamics and able to manage relationships;

Experience in working with block and gram panchayat level govt. departments and teams

JOB DESCRIPTION

BROAD EXPECTATIONS

The Community Facilitator is expected to work in the Gram Panchayats on behaviour change wrt WASH, especially through the use of Social Art. The CF will be especially responsible for forging relationships with the community, project stakeholders and support reporting. She/He will be the face of Water Aid in the communities and gence at all times must embody the values and culture of Water Aid

DELIVERABLES

Work closely and develop rapport with the communities in the villages within the designated Gram Panchayats – meeting individually or in groups and follow up to achieve project activities and outputs

Work closely with project stakeholders such as Gram Panchayat members, SHG and their members, Village Health Sanitation and Nutrition Committee (VHSNC), Ward Committees, educational institutions such as schools, field level government staff and departments, social are partners, local art performers, Anganwadi Workers and other relevant stakeholders. This would involve nurturing their ownership and participation in the project, orienting them on behaviour change and getting project activities implemented

Regular monitoring and supervision of all field activities and maintaining its reports

Help Rest of the organization interface with the local communities and other stakeholder groups

Support regular reporting to supervisor as required in the project.

Fluent in Hindi and local dialect

Graduate degree in any discipline with minimum two years of relevant work experience, or 12 th standard pass /Intermediate with at last 5 years of relevant work experience in a non-governmental, non-profit and/or other local organization

Desirable: Experience in any component of WASH / Health
