Project Manager – Operations & Program Support – Empowering Women Entrepreneurs Project

Position overview:

Reliance Foundation & Bill & Melinda Gates Foundation have launched a project to empower aspiring women entrepreneurs, both individual as well as part of SHGs/SHG Federations, by creating a conducive environment for them to participate in local economic development proactively. The RF – BMGF collaboration will contribute to recently announced goal by MoRD, GoI to enable rural SHG women to earn at least Rs.1 lakh annual income. The project will drive women-led enterprise development in identified districts, supported by State Rural Livelihood Missions and field implementation agencies in three states over four years.

The Project Management Unit (PMU) will be responsible for implementation of the entire project as per the project-operating plan. Overall, it will be responsible for execution across all states; harnessing strengths from various partner organizations, coordination with field implementation agencies, monitoring and evaluation agency and SRLMs; overseeing budget flows and providing regular updates to the Project Steering Committee on a periodic basis.

The Project Manager for the PMU will be responsible for supporting the PMU Project Lead in development of the Project Implementation Plan and its delivery and coordination with the stakeholders for the delivery of the project.

 Primary Duties and Responsibilities:

        ·         Support the development and delivery of the Project Implementation Plan

        ·         Provide technical assistance in project implementation and support the design, and evaluation of project interventions being implemented

        ·         Support in the development of approaches, tools and materials to monitor and evaluate the project

        ·         Serve as a

o point of contact for the Project Manager of the Field Implementation Agencies

o point of contact for the Project Manager of the MLE agency

o liaison between Project Lead, PMU and State Execution Unit

        ·         Lead coordination of Empowering Women Entrepreneurs Project with various external and internal stakeholders

        ·         Assist Project Lead in maintaining close and effective relationships with implementation agencies and district teams

        ·         Contribute to formulation of strategic planning to monitor progress achieved against the indicators set within action plans

        ·         Assist Project Lead in timely submission of the monthly, quarterly and annual project reports to the Project Steering Committee

        ·         Schedule and Participate in the monthly/quarterly PMU calls/meetings

        ·         Participate in appropriate technical meetings and conferences in India

        ·         Stay current with latest technical knowledge/experience and incorporate this into technical strategies, program designs and project implementation

Personal Qualifications and experience:

a)    Must haves / Essential: 

       ·         Post Graduate Degree in Rural Development/ Social Work / Agriculture/ Business Administration/ Management and allied discipline/ development studies from reputed university /institute

       ·         10-15 years of work experience, with a minimum of five years in a operational leadership position, with a proven track record of complex program management and building and maintaining external relationships;

       ·         Experience of management large scale rural development programs preferably in livelihoods space

 

b)    Preferred:

       ·         Strong acumen in designing the processes and systems for a multi-state, collaborative project

       ·         The ability to manage a broad portfolio of relationships with wide spectrum of partners – SRLMs, government agencies, NGOs partners, technical support agencies

       ·         Partnership management, integrating technology in project management and implementation, innovation, incubation, stakeholder management

 

c)     Key Competencies:

       ·         Systems thinking with results orientation

       ·      Extraordinary verbal and written communication skills

       ·         Strong cross-group teamwork skills and ability to work across multiple stakeholders internal and external

       ·      Ability to work autonomously and independently
