Brief Background

Programme on WASH and Human Rights

The proposed programme ‘Implementation of human rights to water and sanitation through WASH systems with a special focus on underserved areas’ aims to reach ‘increased clean water and sanitation services for human rights holders through strengthened WASH systems: water and sanitation services are available, accessible, affordable, safe and acceptable for everyone and responsibilities are shared among stakeholders at multiple levels’ by ‘moving from the recognition of the need for access to clean water and sanitation as basic human rights to the realization of access to water and sanitation for all (Sustainable Development Goal (SDG 6) through engaged and collaborating civil societies and government officials at multiple levels.’

 

The expected outcomes of the programme are:

          Strengthened capacity of governing institutions at multiple levels to focus on the rights to have long-term functioning water and sanitation services,

          Improved platforms for collaboration between concerned government and non-government actors working on different aspects of the WASH systems,

          WASH systems are continuously strengthened through existing feedback mechanisms at all levels,

          Enhanced functionality and resilience of water and sanitation infrastructure, including operation and maintenance, and

 

The programme will cover around 26 ULBs of Jodhpur Division

 

Duration of engagement – At least 3 years

 

Location – Jodhpur, Rajasthan with Rajasthan Programme Office of UNNATI Organisation for Development Education (www.unnati.org)

 

Job description – The position pertains to senior management in the organisational structure. S/he is expected to lead the programme. This will involve guiding all activities, interfacing with government functionaries at the ULB level and the State, meeting funder reporting requirements, developing templates and process guidance notes on different aspects etc.

S/he will specifically be responsible for the following aspects:

(i)                 Conceptualise step by step approach for capacity building of ULBs on WASH services reaching the last mile.

(ii)               Identify champions from the ULBs and engage with them on WASH

(iii)             Support in developing DPR on WASH.

(iv)             Guide the team with specific tasks.

(v)               Develop methodology and conduct studies on WASH services.

(vi)             Conceptualise and organise workshops with municipalities

(vii)           Ensure institutional norms are followed on accounting, procurements etc

(viii)         Reporting, correspondence  and coordination with funding agency as well as per organisation’s needs

(ix)             Advocacy at the state level based on issues and learnings emerging from the project

(x)               Creation of knowledge products

 

Qualifications and Experience –

Educational Background in urban planning, rural development, Sustainability and WASH

3 to 5 years of work experience in similar capacity.

Demonstrated skills in documentation and reporting

Demonstrated research Skills

 

Language –

Fluency in English and Hindi
